As with all coins, the value of a coin is based on the condition, how many minted, how many believed in circulation and the real determining factor is how much someone is willing to pay. If you look at some of the latest information there are still a few pennies worth only their face value while others are worth a considerably more.

The OP might be asking about the actual metal value. Copper cents (pre 1983) are worth 3x's or more in copper value. Any penny made from copper will be worth more than the penny face value.

As of today a cent made before 1982 is worth 2.18 cents in copper - 1982 penies must be weighed to determine if the are 95% copper or 97.5% zinc - the copper cent weighs 3.11g and the zinc cent weighs 2.5g and is worth roughly 1/2 cent.

Those pre 1982 pennies may have metal content that is beyond face value, but you also have to take into consideration the cost to extract that metal, if indeed you were to melt them
