    Funky looking 1996 series 20$???

    I've never really looked hard at a bill other than to look at the number before handing it off to someone to purchase an item. But I was recently given a 20$ bill that I noticed look a little off. The back is normal, however the front is misaligned? I assume that's the correct term. Maybe someone here can tell me if its something special I'm also new to this forum and just learning how to use everything.
